Characteristics

Characteristics

Typical Organization
Mid-market companies that responded to the EU AI Act timeline, enterprises that experienced an AI-related incident and stood up governance in response, and organizations with a new CAIO hire in the first six months of the role.

AI policy is published and findable. An executive owns AI governance by name. An AI system inventory exists (even if incomplete). Employees know where to report AI concerns. The board has received at least one AI briefing.

Moving up the maturity curve
Each level transition has three moves that matter most. These are not comprehensive project plans. They are the highest-leverage actions that unlock the next level. Get these right and the rest follows. Skip them and no amount of additional activity will compensate.
Ad-hoc to Defined
- Write and publish the AI acceptable use policy. It does not need to be perfect. It needs to exist, be findable, and state what is allowed and what is not.
- Designate a single accountable executive. Not a committee. One person with budget authority and the mandate to say no to a deployment.
- Run the shadow AI discovery exercise. Survey every department. Check procurement records for AI vendor contracts. Audit SSO logs for AI tool usage. Build the inventory even if it is incomplete.
Defined to Managed
- Operationalize the risk register. Take the inventory from Level 2 and classify every system by risk tier (high, medium, low). Define what "high risk" means in your context and what controls apply at each tier.
- Build the pre-deployment review workflow. Define who reviews, what they check, how they approve or reject, and where the decision is documented. Make it a gate, not a suggestion.

- Close the feedback loop. Governance insights should feed directly into model development decisions, procurement criteria, and organizational AI strategy. When governance data shows a pattern, the development process should change in response.

If you own the engineering organization, the maturity model gives you a concrete checklist for what to build next.
